Started in 1965 by the Harbin Aircraft Factory, series production of the Model 701 was assigned to the Weidong Machinery Factory.

Based on the Bell 47G (H-13 Sioux), the three-seat helicopter differed most noticeably in the choice of engine: the Zhuzhou Engine Factory HS-6C rather than the Lycoming TVO-435.  The engine was radially mounted instead of vertically.
