Initial certification in Apr 1965.  The fuselage is composed of fiberglass and aluminum sheeting; the tail boom is enclosed in aluminum sheeting in a semi-monocoque structure [Ref 334].  The F-28A was FAA certified to be fitted with floatation gear in June 1969.  Under the New Jersey State Police, the helicopter was equipped with loudspeakers, a siren, and a 1600 watt Nite Sun Searchlight [Vertiflite, June 1969, page 28].  As another role, the helicopter may also be fitted for spraying operations.
