The organization was started by the Indian government with an initial fleet of 21 Westland 30s (the civilian Lynx derivative) and 21 Aérospatiale SA 356N Dauphins "to provide helicopter support services to the oil sector in offshore exploration, operate in hilly and inaccessible areas and make available charter flights for promotion of travel and tourism."
