Based on the Harbin Z-5's airframe and rotor system, Z-6 development began in 1966 under the Harbin Aircraft Factory. The design work was later transferred to CHRDI in 1968. Its landing gear remained quadricyclic.
While the helicopter received approval in 1977, it never reached mass production. A total of eleven prototypes were built.
